Texas leads the nation with 5,277 county-level FEMA disaster declarations. This page ranks every state and territory by total declaration count — a proxy for how often FEMA has formally determined that federal disaster assistance was needed.

Declaration counts are shaped by geography, population, and county density. Texas leads partly because it has 254 counties spread across hurricane, tornado, flood, and wildfire zones. A state with fewer counties may experience equally severe events but generate fewer individual county declarations. The ranking reflects administrative frequency, not severity per event.
